Forest official sources from Dollungmukh informed this daily that two women were arrested around 1.30 pm today when they were busy in cultivation field which Assam forest official claimed as disputed.

The arrest of two local women by Assam forest official could invite outrageous among the relatives. Meanwhile, All Dollungmukh Area Students Union condemned the Assam forest official for allegedly harassing the local people unnecessarily. Large quantity of ganja seized
ITANAGAR, Jan 28: In a major achievement, the Bhalukpong police headed by OC SI K S Sanghera along with constable on check gate duty S Rimo and CRPF jawans under the supervision of West Kameng SP seized 40 kg (approx) of suspected Ganja from a Bolero Pickup (bearing registration No.AR04/5900) during checking drive on January 25 evening. The large quantity of ganja was contained in seven bags and concealed in the vehicle.
The police registered a case (vide BPG/PS C/No 03/2015 U/S 20(b) NDPS Act) and arrested the driver Denie Rangmo,(20). Inspector I. Ette Cl (P) BPG started further investigation of the case.
Villagers resent slow progress of road works

DAPORIJO, Jan 28: Villagers of all Natam Dumpin and Jitu under Giba Circle have expressed their deep resentment over slow progress of construction works of road from Besorsi to Natam village under PMGSY scheme which was supposed to be completed in August, 2012.
The public frustrated by inordinate delay in completion of the road project, in a meeting have decided to initiate legal proceeding against the implementing agency and contractor/firm concerned.
The senior members and PRI leaders of the concern villages, who attended the meeting, expressed their dismay over the tardy progress of work which was started on 1.11.2011.They also alleged that the contractor concerned has withdrawn more than fifty percent of the total project cost.
They also informed that the formation cutting of the road in some portion of the road have not been done as per the guideline mentioned in the scheme.
Barring Besorsi to Natam road, most of the PMGSY road projects in other villages which were started construction works in the same year have already been completed, they claimed.
The villagers have appealed to the higher authority not to release the remaining amount until the work is completed and direct the firm and implementing agency to expedite construction work.
Besorsi to Natam road is the lifeline for the people of the two villages.

ITANAGAR, Jan 28: The office building of Sagalee branch of APWWS was inaugurated by Sagalee ZPM Nabam Yakum and ADC Jalash Pertin, in presence of the APWWS (CEC) president Gumri Ringu.
The Sagalee branch of APWWS was established way back in 1986 and the office building was constructed under the initiative of Chief Minister and local MLA Nabam Tuki.

Villagers sought for assessment of damaged forest
ITANAGAR, Jan 28: The villagers of Leporiang in its representation to the Chief Secretary sought for assessment forest damaged caused by c/o road Leporiang to Pape Sango village under Leporiang circle in Papum Pare district. It also claimed that natural resources and rich flora and fauna of the area were also damaged in large scale. It informed the chief secretary that neither executing department nor contractor is taking care of the damaged being caused by the construction. The villagers further stated that damaged of forest and cultivating land would affect the villagers as most of them are entirely depend on shifting cultivation. The villagers further informed that though construction of said road has damaged private and public properties no compensation was paid and no restoration was done so far.

CHANGLANG, Jan 28: In it’s all out efforts against opium cultivation in Changlang district, district police along with CRPF and civil administration has started its drives to destroy opium plantation in the district.

Assembly pays tributes to departed leaders
ITANAGAR, Jan 28: The Arunachal Pradesh Legislative Assembly today paid tributes to former members who passed away recently.
Speaker Nabum Rebia and Chief Minister Nabam Tuki led the House in remembering former Chief Minister Jarbom Gamlin, former minister and Speaker Setong Sena, former minister Sobeng Tayang and former Union minister Murli Deora.

It also said that, last year Adi Baane Kebang has also gave a representation to Chief Minister to consider the report and recommendation of Siang District Reorganisation Intellectual Forum and declared Boleng as the headquarter of Siang district.
The committee further said that a plot of land measuring 17,217 sqm has been already allotted and earmarked for the construction of residential buildings of Deputy Commissioner, Superintendent of Police, Additional Deputy Commissioner, session judge and other heads of departments in an order on December 2012 by the Deputy Commissioner, East Siang. But despite all these and instead of declaring Boleng as Siang district headquarter, the government has declared Pangin as its temporary headquarters against the aspiration of people, the committee said.
Earlier, before coming down to state capital, numbers of protest rallies were also organised at Boleng against government declaration of Pangin as temporary headquarter of Siang district but the government remained adamant on the issue and with no option the representatives of various circles today hold their protest rally here at state capital.
Later, the team met various MLAs of Adi belt and appraised their grievances and threatens the government that the team would organize series of protest movement if their demand is not fulfilled.

NEW DELHI, Jan 28: The black and red color of the Idu Mishmi traditional dress captured the attention of the audience on an otherwise rainy and foggy morning even as the folk music resonated in the air and enthralled them.
Months of hard work paid off as the Arunachal Pradesh tableau marched proudly at Rajpath along with 15 other state tableaus and 9 from government departments on Republic day. With the theme ‘Igu dance’, the tableau represented the priest dance of the Idu Mishmi tribe that is performed during a ritual. It also roughly depicted an ideal tribal setting.
Ten artists from Roing in Lower Dibang Valley district took part in it. Along with the team leader and the troupe leader, they had been camping at the Rashtriya Rangshala camp at Delhi Cantonment area for almost a month now.
The artists had a chance to meet the President and the Prime Minister yesterday at Rashtrapati Bhawan and Teen Murti Bhavan respectively. A dance was performed by the Arunachali artists in the presence of the Prime Minister.
The IPR department, the nodal department handling the tableau, deserves a special mention for pulling it off successfully second time in a row. The department has been actively involved right from the concept to its execution. (OSD, IPR)
Township road to be constructed with cement concrete
ZIRO, Jan 28: A coordination meeting among all the stakeholders including local MLA Tage Taki, Zilla Chairperson Hage Kobing, representative from Tanii Supuñ Dukuñ (Tanii Apex Council), HoDs, PRI members, NGOs was held at the DC’s conference Hall yesterday under the chairmanship of Lower Subansiri deputy commissioner Kanki Darang and discussed on matter related to over all development as well as future plan of the district HQ.
Discussing on roads condition, it was decided to widen all the existing road connectivity of Township area as per earlier govt. notification for improvement of Road Networking and Parking Place by constructing with cement concrete which is to be executed by the PWD department while the colony roads are to be executed by the DUDA. In this connection, local MLA Tage Taki has suggested for provisioning of corridor alongside the roads for laying pipe lines, erection of electric poles etc. The house presents also suggested executing departments for maintain quality work.
Apart from beautification of government schools in the Valley, it was also decided to prepare boundary map of every schools at the earliest to prevent encroachment in future. Besides, all the schools are to have master plan to avoid unplan construction of buildings or structure for which DDSE is to initiate.
As regards to construction of Mini Secretariat building, the executing agency PWD has been suggested for maintaining quality of work and provisioning of sufficient parking place. It was also suggested for maintaining quality work in construction of proposed Outdoor Stadium.
Discussing about enlisting of Ziro Valley as World Heritage Site as Apatani Cultural Landscape, DC said that once the fund is made available, the panchayat members are to be given training on its’ importance who in turn will disseminating knowledge to the village people followed by village level and school level. The prize money and citations would be given to them in the ensuing Statehood Day.
YINGKIONG: The 66th Republic Day was celebrated with great enthusiasm in the entire Upper Siang district.
While unfurling the National flag at Yingkiong the Deputy Commissioner Remo Kamki highlighted the developmental activities being undertaken in Upper Siang district by various departments during the current financial year.
In his speech Kamki reiterated the imposition of restriction on fishing, hunting and prohibition on use of drugs, liquor and stressed on effective control over opium menace and other narcotic substances. He announced list of persons, groups, organizations particularly Woman Welfare Societies that will be awarded on Statehood Day celebration. Cash Awards with certificate were also conferred to 7 number of selected farmers in agriculture allied departments like agriculture, horticulture, Animal Husbandry & Veterinary, Textiles and Handloom.
Alo Libang Parliamentary Secretary inaugurated the exhibition stalls on the occasion. Other highlights of the day long programme included arrow shooting competitions of the senior citizens, sports competition among children and youths. The R Day was also celebrated at Tuting, Geku, Katan, Mariyang respectively.

In his Republic Day speech, Mishra initially expressed his deep condolence on the death of Sobeng Tayang, the former member of Parliament from Arunachal East Parliamentary Constituency and State Cabinet Minister, who died on 24th January.
While highlighting achievement of the government and various developmental works being carried out in the district, he informed that the Government has taken time bound initiative for completion of Alubari, Digaru Bridge over Lohit river and it will be functional by December 2015. He also stated that the work of Tezu Airport is on progress and it will soon be completed.
He also urged the inhabitants of Lohit to refrain from opium cultivation as opium has evil impact on the society which leads to criminal activities. Rather he advised the farmers to cultivate low volume high value cash crops which bring better income. He urged all the departments of Lohit to work sincerely and with full dedication for all round development of Lohit district so that Lohit can be an example of model district in the State.

Winners of district level painting competition felicitated
ITANAGAR, Jan 28: The winners of the district level painting competition which was organized by Managing Director of Menle Botom Tourist Lodge Dos Dasi in collaboration with Department of Urban Development & Housing, Upper Subansiri were felicitated with cash awards along with trophies and merit certificates in a function organized coinciding with Republic Day celebration at Daporijo on January 26.
The first, second and third prize winners were awarded Rs.10,000, Rs. 5,000 and Rs 2,500 respectively sponsored by UD & Housing Daporijo Division, Management Committee, Menle Botom Tourist Lodge and District Tourism Officer, Daporijo.
The competition was conducted under the supervision of Upper Subansiri Deputy Commissioner Komkar Dulom and DDSE (I/c) Timpu Maying,
Interacting with the students, Deputy Commissioner Dulom asked them to take a lead role in making Daporijo clean and green. He also advised the students and public to show hospitality towards the visiting tourists for development of the tourism sector. He also asked the students and general public to extend their full cooperation to the district administration and police in maintaining law and order in the district.
The function was attended by principal, art teacher and students from JNV Megdong, Blue Mount School, Daporijo and VKV Kuporijo and Superintendent of Police Taru Gusar, and all HoDs of Upper Subansiri District.
Newly posted principal of JNV Megdong NK Shamkuwar also spoke on the occasion and expressed his happiness over conduction of the first ever panting competition on ‘Swachh Bharat Abhiyan. The Poba Maohotsava is being funded by Mising Autonomous Council (MAC).
Poba Reserve Forest (RF) on the right bank of Siang River is home to different kinds of flora and fauna. The water bodies on the upper reaches of the reserve forest are close to the Daying Ering Wildlife Sanctuary in Arunachal Pradesh and the Dibru Saikhowa National Park across Brahmaputra.
Several Assam based organizations have been demanding the government for conducting necessary survey and documentation and grant Wildlife Sanctuary status of Assam part of the RF.
It is pertinent to mention that Arunachal portion of Poba RF covers a large area of Ruksin forest range under East Siang Forest Division (T). Covering an area of 2,251 hectares, the RF is bestowed with natural habitat for various species, exquisite birds and insects, reptiles and valuable trees, including medicinal herbs.
Meanwhile, the Mising Autonomous Council (MAC) of Assam is taking initiative for conservation of Poba RF and to develop the area as eco tourism and adventure tourism hotspot.

A cartoon is worth thousand pictures
Dear Editor,
One feels sad to read in leading dailies that the legendary cartoonist R K Laxman is no more. He embodied the hopes, aspirations and troubles of Indians for over half a century. He always cared for the plight of common man through his immortal cartoons. Though the common man character in the cartoons was always silent, the intended message was very loud and clear.
R K Laxman will always be remembered for his early morning dose of laughter. His cartoons would bring a smile even on the faces of people who didn't know to read or were in a hurry. If a picture is worth thousand words , a cartoon is worth a thousand pictures. The nation will definitely miss him. May his soul rest in peace.
